The first thing you will notice about the ST46F is the large fan on the top of the PSU. It is a 2200 RPM, 120mm fan that is ran at most 1100 RPMs so it is much quieter. This fan still moves 43CFM of air, more than most power supply fans and at 23-26 depending on the temperature of the power supply.

Since a 120mm fan is used on the top of the PSU, there is no need for a fan on the back. Instead, SilverStone filled the entire back with venting holes that allows for hot air to exit easier and reduce the air pressure resistance. The end result is this power supply can really move air, but with little noise.

Another trick SilverStone uses is adding massive heat sinks inside the PSU. This keeps the internal tempeature of the PSU cooler since heat is taken away much easier. Having a cooler PSU also means that the effeciency of converting AC to DC power is higher and also helps in the stability of the output voltages.
